Nearly all the trees on these national forest units are hand-planted due to the concern and vision of a University of Nebraska botanist, Dr. Charles E. Bessey. Concern for serious losses of the country's timber to fire and unregulated harvest caused Dr. Bessey to lobby for setting aside available lands for planted timber reserves. President Theodore Roosevelt established the reserves in 1902 and planting began in 1903, following establishment of the first federal tree nursery - now the Charles E. Bessey Nursery.
